If you are booking a trip (not just a tee time) you can usually get a group rate with 16+
Where are you getting group rates? What I have seen is many GC's only offer group rates for 20 or more or if the tee sheet is difficult to fill.
16 usually gets you a group rate and if it's an extended trip, allows for a couple of guys to drop without ruining the games.
